In the interim, how about just playing 16 holes instead of 18? After all, golf was originaly played over 22 holes.
The issue with slow play in Tour events is the officials. Too small of staff numbers. Plus they are employed by the Tour that is owned by the players. The officials report to the Tour, a conflict exists.
